This is a miniature Tattoo USA mascara in "Island Mist". The silvertone case is covered with etched bare breasted hula dancers. There is little of the mascara left in the tube (not to be used) and the original application brush. I have seen quite a few lipstick tubes in this style, but not a mascara in this style tube! Very rare and great condition given age!
From what I have found when researching this company, Tattoo was made in Chicago during the 1930's by James Leslie Younghusband, a former military and stunt pilot. The brand lasted into the 50's, but his hula girl design is from the 30's. The branding was some what risque for its day! The cosmetics company SAVAGE was the sister company to TATTOO USA. These two companies merged in the 1930’s.
